Consultation that happens after the budget is written is not consultation.
Nearly every organisation in this sector says it listens to communities. Far fewer can point to a decision that changed as a result — which is the only evidence that counts.
The failure mode is familiar. A proposal is written, a budget is approved, activities are locked, and only then does a team arrive to "consult". The meeting happens. Views are recorded. Nothing can change, because everything has already been committed.
What genuine consultation requires
- It happens before the design is fixed, when the answer can still alter the plan.
- It reaches people who do not usually speak in public meetings, separately if necessary.
- It reports back what was heard and what was done about it.
- It accepts an answer the organisation did not want.
The last of those is the real test. An organisation that has never dropped a planned activity because a community said it was the wrong priority is not consulting — it is informing.
